Preparing documents for a Nigerian mineral export

Organising the commercial, financial and cargo records for shipment-specific review.

Begin the export file while the commercial and logistics arrangements are being agreed. This gives the parties time to reconcile cargo descriptions, quantities and document deadlines before loading.

The Nigerian Export Promotion Council groups export documentation into commercial, financial and goods-movement records. Its guidance is a starting point for planning; mineral-specific and destination requirements still need to be confirmed for the shipment. [1]

Start with the transaction facts

Record the exporter and buyer’s legal names, product description, quantity basis, value, delivery term and destination. Make one person responsible for reconciling those facts across the file.

Use consistent lot and contract references. If the cargo description or quantity changes, identify which documents need updating and preserve the change history. A document can be individually correct while still being inconsistent with the rest of the transaction.

Build the commercial file

NEPC identifies invoices and packing information among the commercial records used in exports. For planning purposes, connect those records to the agreed product specification, quantity, currency and contracting parties. [1]

Do not treat a pro forma offer as evidence that material has been inspected or shipped. Label each document by what it is and the event it records. Keep drafts separate from final issued records.

Coordinate the financial and movement records

NEPC’s guidance discusses the NXP process and goods-movement records such as transport and inspection documentation. Confirm the procedure applicable to your shipment with the relevant bank, appointed providers and authorities. [1]

Ask who prepares each record, which information it depends on and when it can be issued. Build the sequence into the shipping plan. Avoid committing to an impossible payment-document timetable simply because it sounds commercially attractive.

Verify mineral-specific requirements

The lawful source, relevant title and the authority to trade or export the material need their own review. The Mining Cadastre Office is the official starting point for mineral-title matters, while other requirements must be confirmed with the appropriate authorities and advisers. [2]

Do not assume a company registration or a title document authorises every intended activity. Ask qualified Nigerian counsel and the logistics provider to identify the current requirements for the exact transaction. Also check the buyer’s destination-country requirements.

Reconcile quality and quantity evidence

Link sampling instructions, assay reports, weight records and any inspection documentation to the same cargo identifiers. Record which results govern acceptance and settlement under the contract.

Explain differences between provisional and final values. For example, the commercial file should make clear when a quantity is expected, loaded, received or settled. Those stages should not be collapsed into a single unexplained number.

Prepare for review before loading

Conduct a pre-dispatch file review with the parties responsible for logistics, inspection, banking and commercial approval. Ask each to confirm the parts within their scope rather than assuming one participant has checked everything.

Keep a visible list of outstanding items, owners and deadlines. The review should record whether dispatch may proceed, who authorised it and which outstanding items prevent release.

Check requirements for the shipment date

Procedures and requirements can change. Confirm the applicable position for the shipment date and preserve the advice or official reference used. Record the date on which the requirements were checked and who provided the confirmation.

Keep the final issued records together with the pre-dispatch review. Where requirements or shipment details change, identify the affected documents and obtain the necessary revisions from the authorised issuer before relying on the file.
